2-PAC Meeting
Do you know what's happening on your street, in your garage, near your business? It's time for us to uncover the bigger picture.
This month's 2-PAC is for neighbors, business-owners, administrators and others in the 2nd Pct. to get together, look at our common issues and focus on what we are seeing and when and where it's happening.
The original idea of "PAC" was to be a place where people (block club leaders, concerned residents, business owners, others who are concerned about local "something") gathered to meet the MPD, CPS, social workers, and others. Residents shared what we saw on our block and down our street. When several of us reported the same issue (date, time, event, any ID notes like car, clothes, shoes, appearance), it helped focus investigations a LOT.
Fast forward: today, only a few people report incidents to 911/311, 811 or join the 2-PAC meeting. The result? The MPD only hears about a small part of what is happening.
A first step toward rebuilding our city safety net is to restart neighborhood reports. Let's see how far we can make this go again.
We will meet on April 14 in-person and by Zoom. Gather by 6:30 and call to order shortly after.
The in-person meeting is at Monroe Village Community Room, 1900 Central Ave. NE. There's free parking on Central and all cross streets. The Zoom link will be shared closer to the 14th.
You are wanted and welcome. Please join us.

An illustration shows the proposed design for new trail in the Mid-City Industrial segment of the Grand Rounds Missing Link
About the Grand Rounds Missing Link
The Grand Rounds is a 51-mile connected system of parks, trails, and parkways in Minneapolis that encircles most of the city. It's recognized as both a State and National Scenic Byway and includes trails and roadway along the Mississippi River, Minnehaha Creek, the Chain of Lakes, Theodore Wirth Park, Victory Memorial and St. Anthony Parkways, and many more parks and natural features.
However, there’s a gap in Northeast and Southeast Minneapolis that has existed for 140+ years. This gap is known as the “Missing Link.”
New concepts for the Grand Rounds Missing Link focus on the development of a regional trail and new parkland opportunities throughout the corridor, including the city of Saint Anthony Village and the Mid-City Industrial, Como, and Prospect Park neighborhoods. The trail route is based on the regional trail plan, which was adopted in 2019 by the MPRB and Met Council.
Use the link below to explore the proposed design concepts through a virtual tour or interactive map and share your thoughts using a public comment map.

Join RJCA and Peacebuilding for an intimate and thought-provoking evening as we present COMMUTED, an eye-opening documentary that takes you deep into the life of Danielle Metz, a mother of 2, whose triple life sentence plus 20 years, was commuted after serving 23 years, giving her the rare opportunity to reclaim the family and future she'd been dreaming of behind bars.
The reality of re-entering society is far more complex than Danielle could have imagined. This film traces her journey to find purpose, love, and healing after years of incarceration while also confronting the haunting legacy of the US War on Drugs.
In COMMUTED, we see how the War on Drugs continues to leave indelible marks on families, as Danielle’s experience reflects the larger systemic issues that are still reverberating through communities today.
Expect to uncover:
The untold impacts of conspiracy statutes and long-term incarceration.
The deep, emotional journey of reconciliation between family members after years of separation.
Insight into the challenging realities facing those who are released from prison, navigating a world that has dramatically changed.
Come for the powerful story, stay for the conversation. This screening will be followed by a panel discussion where we’ll hear from community members who have been directly impacted by family separation due to incarceration.
Purchase your ticket before February 24 for complimentary soda and popcorn to enjoy during the film.
Don’t miss this chance to witness a transformative story and spark meaningful dialogue about the future of our justice system.

About this project (from MnDOT)
We are working to make University Ave. N.E. (Hwy 47) from Central Ave. S.E. (Hwy 65) to 27th Ave. N.E. in Minneapolis safer and easier to use. We want to make sure everyone can use University Ave. safely and comfortably, whether they walk, roll, ride a bike, use public transit, or drive a car or truck.
In spring and summer 2024, we heard input from more than 2,000 people about proposed changes. Thank you to everyone who shared their feedback! You can review what we heard on the community engagement webpage.
Based on this input, we are finalizing plans for the University Ave. N.E. redesign. We plan to share a refined design layout with the community this fall.
Once finalized, MnDOT and local partners will seek funding to make road improvements. This project is currently planned for 2027, with potential utility work in 2026.
Background
We developed the initial proposed changes based on recent studies of the area. This includes the Hwy 47/Hwy 65 Planning and Environmental Linkages (PEL) study.
Summary of work
Repave University Ave. between Central Ave. and just south of 27th Ave. NE
Update sidewalks, intersections and crossings to comply with the Americans with Disabilities Act (ADA)
Repair drainage
Other improvements to be developed during the project’s public engagement and design process
Remove guardrail
